Sealed bids will be received by the Board of Supervisors of Yavapai County, in the office of the Clerk of the Board of Supervisors, Room 310, Yavapai County Administrative Services Building, 1015 Fair Street, Prescott, Arizona until 1:30 p.m. (by the official clock located in the office of the Clerk of the Board of Supervisors), Thursday, September 8, 2022, for PRESCOTT EAST HIGHWAY RECONSTRUCTION PROJECT IN YAVAPAI COUNTY, AZ - PROJECT #1722058. No bids will be accepted after 1:30 p.m. The bids will be publicly opened and read aloud at 2:00 p.m. on Thursday, September 8, 2022.
The scope of work includes furnishing of all labor, materials, equipment, fixtures and services required for improvement of Prescott East Highway (PEH) from State Route 69 to Antelope Lane:

- State Route 69 to Copper Hill Drive
- Remove existing asphaltic concrete by mill up to a depth of 4” and pave the roadway with 4” new asphaltic concrete (AC).
- Widen PEH from Frontage Road to Copper Hill Drive for the addition of northbound right-turn lane at Copper Hill Drive intersection. The added pavement shall have a structural section of 6” new AC and 8” new aggregate base (AB) with a single layer of geogrid.
- Construct new concrete sidewalk with new curb and gutter.
- Copper Hill Drive to Sunset Lane
- Pulverize existing pavement up to a depth of 9”. Grade FDR base in-place per design plan prior to cement treatment.
- Construct new 6 feet wide concrete median and install concrete roundabouts at 3 locations.
- Install 2” new AB and 5” new AC over cement treated FDR base.
- Widening northbound approach of PEH at Sunset Lane intersection to add dedicated left and right turn lanes.
- Sunset Lane to Antelope Lane
- Pulverize existing pavement up to a depth of 9”. Grade FDR base in-place per design plan prior to cement treatment.
- Reconfigure PEH median near Sunset Lane intersection to add a southbound left-turn lane.
- Reconfigure PEH median at 2 locations to accommodate the installation of 2 roundabouts. Remove and reinstall single curb along remaining median.
- Install 2” new aggregate base over cement treated FDR base, and finish paving with 5” of new asphaltic concrete.
Other associated work includes mailboxes relocation, striping and signage reestablishment, culvert installation and catch basin installation. Temporary erosion prevention with wattles shall be implemented during construction. All work is to be done in accordance with the plans, specifications, and contract documents.
There has been a MANDATORY pre-bid meeting scheduled for 10:00 a.m., Tuesday, August 30, 2022, hosted by Yavapai County Public Works through an online virtual meeting portal. Detailed meeting instructions will be included in the contract documents. Any questions or concerns about the project will be addressed at that time.
